Well, in the documentary, he states that he did not want to startle the teachers or students. Bush stated that if he reacted in an innoproprite manner, it would have caused more chaos.

The news came on with an emergancy brodacast about the World Trade Center, sence I was young, I didn't understand what when on, but I was over sensitive to things and I began crying. I remeber asking my mother, "Mami, I everyone okay?", and she looked at me and sayed, "Don't worry...theres no one in the Towers...". That was a lie. I knew it was a lie. I SAW those people jump out off the windows, I SAW the suffering firemen.
I salute those whom have dyed in this american tragety, and those who did everything possible to save these people.
I salute those brave men and women.
