No, I think it is stealing, tigertail123, because he was meant to lock it, but the fu mod squad said CLEARLY enough for us all to know, that you have to ASK before coping. It's just a mean thing to do, that's all, and might get banned. But if it clearly says you can, you can. Now everyone is going to draw over hers and the actual author will not be displayed saying it was his drawing, not hers.
Technically it's not stealing if the original drawing wasn't locked. He gave credit to Sammy at the top, and just added to it. They didn't scribble black over it, they didn't turn it into something inappropriate, they simply added to it.
