surface tension is where the surface of the water and the air meet, the molecules of water stick to each other and to the edges of things, that is why you get a meniscus- the water is clinging to the edge of the glass... the same thing happens to the paperclip. There is also the Coanda effect when you pour a liquid- if you pour too slowly the liquid will cling to the side of the container and you get wet shoes- if you pour it faster it pours neatly...
