Welp, I've seen people use clay or foam. The only issues I'd have with those is that clay can be a little heavy at times (and I know my own head is sensitive to pressure) and foam breaks very easily (unless your cover it with something that can protect it and keep it from breaking).
You could always use this type of clay I've seen before that hardens to become foam like (I think it's foam clay?). I've seen another person who made the horn with a foam core, covered it with paper mache, and then finished it off with paperclay : http://lishlitz.deviantart.com/#/d54jhfu
Or if you have the tools you can always try soft wood.
Of course you'd need a black headband either way. I'd say nail it or use a screw to keep the horns in place to make it more secure.
However, I've seen other people attach the horns to hairclips, but that'd only really work if the horns were fairly light-weight. Otherwise, they'd probably fall off.
Yah, eBay is a good place to buy cheap wigs :D It's were I got my Dave wig. The only thing you have to be careful about is to make the sure the seller is good by checking the reviews they've received and stuff. You don't want to be ripped off.

Welp, I'm only working on a Dave and John God Tier costumes right now. So I can't exactly compare with other characters. Overall, the Homestuck characters generally have very simple designs, the only issue would really be to put the designs/symbols on the clothes (and the right colors for some, but this is just the normal outfits not the god tier ones which can get a bit more awkward).
The only real issue I'm having right now is that I'm not really used to making hoods or clothes in general (it's a learning experience constantly messing up with these outfits x'D ). And the only things right now that's truly annoying me are making the pants and John's hoodie.
It's so long and I hand-sew my clothes.
Because the sewing machine is evil. I swear it's possessed by the devil or some other demon.

but on sketchfu i use zoom cause i cant draw well otherwise
